2005 Dodge Neon 2.0 issues above 3.5k RPM

I have a 2005 Dodge Neon 2.0L with about 125K miles on it. I would rate myself as a novice mechanic, having worked on cars almost my entire life with my grandfather, but this one has me stumped. Recently (and randomly) my car will lose power and start bucking. My first thought when this happened was that I blew the head gasket, but I didn't. I checked plugs and wires (all of which I replaced only a year ago), but that didn't help. I added a fuel treatment thinking that it may have been a clogged injector, but it didn't fix the problem. Last weekend I visited family a couple hours away and had no problems the entire way, or while I was there. As I was trying to get on the freeway to go home I found that every time I tried to accelerate, I lost power and the shaking began at 3.5k rpm. Eventually, I was able to get on the highway and get home, but it meant accelerating very slow. Even when this problem occurs, which is about 25% of the time, the car idles and drives fine. It is as if there is a rev limiter that gets randomly set to 3.5k. I can't rev past it, it just gets stuck like that. If I restart the car I can rev up as much as I like, but when I put it in gear and start accelerating, the 3.5k limit kicks in and stays there until I turn it off and back on again. Any suggestions would be helpful. Thanks.

Get a good code reading even if light is off for even pending codes. For now - JUST PLAIN DON'T REV AN ENGINE IN "P" OR "N" WITH NO LOAD ON IT YOU'LL BLOW IT UP WHICH IS WHY IT LIMITS RPMs so you don't, T

Thanks for the reply. I'll stop off and see about getting a reading this week. As far as revving the engine, it was only for diagnostic purposes... I don't make a habit of it.

It seems to think it should limit revs while in gear so high hopes just a sensor that tells ECM somewhere is at fault and a code will surface that circuit or help find out why. Haven't heard this one before so can't expound on something common, T
