2014 Ford Focus SE intermittent idle issues

Hello Forum,
I have a 2014 Ford Focus SE, 2.0L Gas (Not flex) engine, VVT, DOHC, and Direct Injection with a 5-speed manual. It has been having issues with idling, it's not ever consistent or constant, but at some point the idle will shoot up to 1500-1700 rpm, and sometimes go down to almost stalling at 500-600rpm with the tachometer needle bouncing up and down off the 500rpm line. Sometimes the car will randomly stall when in neutral, and when I start the car after refueling the car will start then immediately stall. It then will barely start if i pump the gas pedal and hold it down until the idle evens out.
I'm really not entirely sure what's wrong. I will get check engine codes P0507 (Idle Control System RPM Higher Than Expected) and P2195 (O2 Sensor Signal Stuck Lean Bank 1 Sensor 1). We have already replaced the O2 Sensor for bank 1 sensor 1, and we've even replaced the throttle body and gasket
Does anyone have any idea what could be causing this issue? It's been very frustrating and I haven't been able to find much information online. Thanks in advance for any advice.

Well, you definitely threw your money away changing the 0/2 sensor.
Just because a sensor reports lean doesn't mean the sensor is wrong. It probably actually is too lean.
First eliminate all vacuum or air leaks in the system (very important)
. You may have a bad IAC ( idle air control) but try cleaning the throttle body first. Remove the intake snorkel, have someone hold the throttle wide open for you and scrub the back side of the throttle plate and surrounding bore with an old tooth brush and some carb cleaner. Be sure to spray some into the small holes next to the throttle plate. That should help stabilize the idle. If it still has a problem, replace the IAC.
