88 Plymouth Horiizon chugs and clacks

Only has 57K miles. 2.2 Liter EFI engine, 5 speed stick. Keep it in my warehouse on a float charger and try to drive it for 30 minutes or so at least every month. Always ran great and had proper maintenance. Started it a couple of weeks ago and the engine is chugging like mad at any speed, exhaust is a little smoky, and the usually quiet OHC valves are clacking loudly and it sounds like one is knocking too. All 4 plugs were very sooty. Put a new set in, pulled one and it was very sooty after a few minutes running. Checking for codes by the engine check light showed no malfunction codes. Checked the three timing gears and distributor rotor position and all looked OK. Oil pressure gage shows pressure same as when car was new. Oil looks clean and level was normal. Car has no market value and I keep it JIC gas gets to $10 a gallon. It gets 25 city, 45 highway. No air bags, ABS, or Stability Control so I dont want to see it being driven around by some young person. Is there an inexpensive fix or do I just part it out on eBay?
