88 Thunderbird Please Help

I have a 1988 Ford ThunderBird 3.8L v6. The car idles rough and seems to be surging. For some reason the check engine light is not on and has never come on. The car has lost a lot of power during acceleration as well. I changed the spark plugs, wires, cap and rotor and it ran better for about a week but now its the same. I used to drive it on the highway and it would clear up and run fine for a few days but now it doesn't work. The exaust smells real strong and is louder when the car is acting up. Oh yea I had the cat converter changed also. Please Help

Do a compression test.

Common and may NOT trigger "check engine" is the TPS (throttle position sensor) two screws and some common sense to replace it.------ before you get into some big bucks,
