95 Neon 2.0L DOHC Troubles

Hey guys, Im having some troubles with my 95 neon I just bought. I bought this car as a fix up. Right now it is having some problems with the engine it seems. The car sometimes is hard to start up, When it sits in any gear (some worse than others) the whole car shakes pretty bad and to boot it has barely any power. So I changed the plugs and wires yesterday and came out with old plugs that looked like they had oil on them. Here is a link to what one looked like [URL=http://img7.imageshack.us/my.php?image=1000542prx.jpg] the picture is a little lighter than I hoped, The plug is actually a little darker black, It almost looks like a smooth black layer of oil. So I have called a few friends and looked around for some problems and came up with that it could be some of the following, PCV, Valve cover gaskets, Needs a tune-up, Blown head gasket. Im just looking for some more ideas and more information on how I should go about finding and fixing the problem! Thanks guys

Wish I could blow up the picture, but looks like it is running rich. I would dismiss the valve cover gaskets and the head gasket for now. If the PCV is plugged, can cause a rich condition. With the engine running, put your finger on the PCV valve. Should have a good suction. Do you have the capability of pulling trouble codes? There are several things that can cause over-fueling.
