96 ford taurus wagon runs rough

car runs very rough at idle and when driving spits and sputters did notice that the catalytic converter was cherry red after a short drive. would this tell me that it is pluged and needs to be replacedand would this cause the car to run this way?

What engine, miles and what has been done tune-up wise already? Converter can glow hot just trying to eat up the unburned fuel from misfiring and will kill it if it's any good at all now. Plugged ones usually demostrate even loss of power at first, T
