Bad starter motor???

My vehicle is not exactly a car , it is a Case skidsteer tractor. It has a 4 cylinder inline motor and a GM starter motor.
My problem is that it was sitting around for about 2 years unused at my other house. im trying to start it up to sell it.
I cant get it to start, it cranks too slow for the ignition to produce a spark (it has points ignition) but if I pull out the plugs, it spins fast enough to spark.
I poured some oil into all cylinders, took plugs out, and cranked it for about 30 sec a few times hoping some oil getting around and it would speed up. All of this with no luck. It cranks at the same speed after this.
I took the starter motor to a starter repair place and they say it is fine.

Being jump starting it at Autozone does not apply a load to the motor, could the motor really be bad(weak) when put under load???

What is the condition of the battery? Have it tested. Have you done a voltage drop test on the battery cables to rule out excessive resistance?

If you just want it running try to get TWO sets of good jumpers on it, it might go.
Sometimes a slow 2amp charge of a weak battery can pull them up for a bit?
Points just BTW shouldn't be the issue about what it's doing at all,

I recharged the battery (several times). I already tried jumping off my truck - while running. I tried a second jumper cable battery charger set to jump. I actually trued jumper to truck, and battery charger hooked up in starting mode with no significant change. All seems same behavior.

"Points just BTW shouldn't be the issue " I know, I have a few motors with points. Maybe I shouldn't mention that part but it does spark when it spins fast enough so ignition works....

OK - You still are not getting full amps delivered to starter somewhere. DS mentioned how to drop test the wires to starter and include ground too.
Just other: Jumper cables usually suk. If affordable they are NOT very good at delivering power by themselves. GM if side post more troubles to get a good grab on post or with real good cables ($200US) fine strand one gauge real -copper.
Other: You can test for volt drop at battery posts not clamps and see when starter requested how low it drops. If below 9V all hooked up to everything you have starter is either really working too hard against resistance of motor or battery power still isn't making to starter.
Tap not kill it on body of starter just might help but go easy - don't add that to the problems. Brushes could be lousy for lack of use - all this would show with testing.
