2000 Toyota RAV4 - 405550k miles - 2.0 - 4 door. What effect would removing the catalyst converter from the vehicle have on its performance?

Probably no noticeable increase in performance unless the cat was plugged up.

It sounds as if something along the exhaust path is clogged. Would it hurt the car's performance in any way without the catalyst converter? How would the PCM deal with it being removed? Or is there no connection there between those two?

It wouldn't hurt the performance of the vehicle with the cat removed. If there is a restriction in the cat, removing the cat will improve engine performance actually.
Downside is that you'll fail emissions inspection, of course. The PCM will turn on the check engine light for P0420 (catalyst inefficient) if the cat is eliminated.
Is this cat making noise? Sometimes you can tell if the cat is bad if you hit it with your fist and hear the substrate rattling. If there is a restriction, you can tell by checking exhaust backpressure before the cat or visually inspecting the cat with a borescope.

It has already popped the code P0402. Any idea the price to replace? We don't have emissions inspections here.

You sure about that code. PO402 is not a Cat code. PO420 is.
