New Hydraulic Lifters are bad???

I have a 2009 Hyundai Accent GLS, 1.6L DOHC. Bought brand new hydraulic lifters from a company on ebay. They are not moving when I press on them. Shouldn't I be able to apply pressure and have some movement? They are firm. What am I missing?

That depends on whether they are full of oil or not.
