Only Starts With Fuel Pump Relay Pulled Sign In

2002 Jeep Grand Cherokee Limited, 4.7L High Output V8

I can only get my Jeep to start by trying to start it a half dozen times or more, then pulling the fuel pump relay, then trying to start it a half dozen times again, once it starts I have someone put the fuel pump relay back in before it stalls out and the vehicle runs.

It does run rough and makes a tapping noise, sounds like a stuck or sticking lifter.

It will usually start back up if it's within twenty minutes, after that it doesn't.

I've checked fuel pressure, specs are 49.2 +/- 5 PSI.

I replaced the filter/regulator and prior to this pressure was 44 PSI, it's now 54 PSI. These are key on numbers, not engine running since it doesn't startup without the process I mentioned.

After I replaced the regulator it started up, it stumbled at first then got going, I could hear what sounded like a vacuum leak from the rear where the regulator/filter was at so I turned off the Jeep after about a minute or so, I found what I believe is a vacuum hose that had come off, I assume it's vacuum because it had no fluid in it, it's the line below the fuel line and goes torwards the fuel filler.

I put it back on but I can't get the Jeep to start again, seems to be the same as before.
