In my humble opinion, you should check out these things:

Surging can often be caused by a vacuum line leak. Check all the vacuum hoses for leaks.

Make sure all of your spark plug wires are good. This can be tested on a standard Sun Scanner, which most shops have.

Have you had the ignition timing checked to see if it is accurately set?

Have you had the timing belt or chain, depending on type of engine
tested. It may need replacement.

The starting issue has to either be an electrical or a fuel problem.
I suspect the fuel pump. Have it chjecked out by a competent shop.

It could also be a defective starter motor or even the throw out gear which the starter engages into the fly wheel.
The starter solenoid could also be defective. Take it to a good
automobile electric shop...a specialty electrical shop, not just a local garage.

One last possibility. I once owned a Camaro which would, at times, not start, then if you waited a few minutes it would start.
Upon investigation I found that the wire from the battery to the starter motor has worn and frayed, so that it would make and break contact, depending on the wind moving the car etc.
It sounds far fetched, but that was the problem.

Good luck, sooner or late a really good mechanic, if you can find one, will analyze and figure this out. Go to well respected, independent mechanical shops. Never, ever, bring these types of problems, or for that matter, almost any problem, to a dealership.
