Toro 1644 Hxl won't start

My lawnmower doesn't start. The engine makes 1 rotation and comes to a stopt.
Fuel ok
Spark ok
Oil ok
I can rotate the engine by hand but the compression is extremely hard to overcome.
If I take out the spark plug the engine turns without any problems.
Is the to mutch compression inside the engine?
How can I fix it?

Could be the valve adjustment is too loose or the decompression release on the camshaft has malfunctioned.
