Wont take throttle

I have a 1988 jeep wagoner that I purchased at a estate sale that did not run. Got it going but it coughed through the carb at full throttle. Replaced the carb. Noticed while working on it the air pump and emission's are removed. It is a 360 V8 2 barrel. It still wont take full throttle. My question is with the emissions removed and the air pump gone, Do I have to reconfigure the vacuum system to get it to run. Please don't tell me I have to reinstall the emissions.

You might want to try a coil.
