Having an exhaust pipe perforated affects the performance of the engine/car in anyway?
Or in the other hand it is only a nuissance and does not need immediate attention.

Depends on where the perforation is and what year, make and model of the vehicle.

This needs immediate attention as the exact location of where exhaust gasses go out the the tail pipe matters for safety from poisonous gasses getting into cabin or some item along the route gettng hot or catching fire - must tend to now for this stuff. Shouldn't matter too much but what year and vehicle is this?

The car is a Toyota Celica 1990, with 160k, the hole is on top of the pipe but you can't see it because the bracket is hiding it. The picture shows the area where it happens.

Ok: Who could be sure but this shows that exhaust could be blowing up toward floor or that rubber hangar - and could cause problems from heat if nothing else. I know some of these pipes are costly new and if it looks good except for an isolated spot you could persue welding in a patch for the spot. There are putties and wraps that might seal the leak but do little for strengh of the pipe and would be considered temporary and not a professional way to fix this,
