focus engine revs too high

I have a ford focus zetec 1.6. The engine revs go up 1,300 on tickover and rev higher up to around 3,000 on their own when coming to a stop, if I press in my clutch the revs do die down, I have had an exchange throttle body fitted, and now I have been told that a new throttle pedal may fix this issue, any ideas welcomed, thanks
