honda civic hand brake has some problem

hi,everyone,I have a 2012 honda civic,when I am driving Climbing a hill,and stop,I get the hand brake,the car can not stop very well
and sometime,when I start the car,with hand brake on,the car is still can drive,but just a little slower
is there anything wrong with it?

It's not a "hand brake", it's not an emergency brake....................... It's a Parking brake.
It is there to prevent the car from rolling when parked. That's all.
