It could be hydro-locked but I doubt it would be on fuel. It would more likely be from coolant that leaked in there somehow. The simple way to determine this is to remove the spark plugs and then crank the engine over. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

Take the plugs out first and see if it cranks and what comes out if anything.
