Strong fuel/exhaust smell and white smoke...

Hello, I have a 1999 buick century limited with a 3.1L engine, V6. It has 149,000 miles on it. I have been having a really strong fuel/exhaust smell for the last month and have gotten several opinions. 1. Fuel Filler Neck is leaking 2. Fuel Lines are leaking 3. Fuel System Cleaner needs to be used So I put some Techron fuel cleaner in and I think by coincidence my exhaust is now expelling white smoke while making the blacktop underneath it wet. Could this be a sign of a blown head gasket? I also have black sludge in the radiator cap. Please help! Thanks!!
