1990 Buick Reatta pop-up headlamps no low-beams

I have a 1990 Buick Reatta, 3.8L - V6, 2-door coupe. The other day I pushed in the switch to turn on the low-beams. The lights flipped up but did not turn on. Previously, the only issue was the passenger side light having a little more struggle in flipping up, but always did. This is the first time the lights never actually came on. The high beams work just fine. I can't even close the headlamps. Any help would be greatly appreciated.

Have you tested for power at the low beam wires of the lights? Have you verified power to the fuse and condition of the fuse with a test light or a meter? Have you checked the low beam relay for power to control and load sides?
