1990 Cutlass Ciera wheels won't turn

I have a 1990 Oldsmobile Cutlass Ciera with about 85,000miles on it. This morning driving to work I heard a strange clanking sound in the back but I wasn't sure it wasn't from another car, there was no physical shaking or any indication that anything had busted. She kept running fine until I had to make a turn. I have power steering and turning is usually easy, the steering wheel is hard to turn now and feels like the tires are dragging, or something is holding them back. Very disconcerting. Can anyone tell me what this problem is? Thanks

It appears you have some type of brake issue that needs to be inspected to determine the cause.
