The fans are coming on. As soon as the temp reaches the heat point of the fans coming on they work. Also when the air is turned the other fan comes on. The line has been bleed as well.

Your car is completely normal. The fans aren't programmed to come on until approx 225 degrees which can be very high on a dash gauge that may not be completely accurate. If the fans are cycling back off, then you have no problem.

If the air blowing out of the fans when they are on is hot as hell, that is a good sign too. If the fans are running all the time and the air coming out is warm and your gauge is climbing that is bad.

The fans do go back off but at what temp I don't know. Isn't it normal for the fans to go back off once they reach a temp that would be cool enough? The gauge drops when the fan comes on or just maintains and doesn't go up anymore.

If the fans are shutting off on their own, then you have no problem at all and it is operating exactly as it's supposed to. I see this question all the time because people think it is too hot but that is intentional.

You could see the exact temps using a scan tool.

DESCRIPTION
The primary cooling fan operates when engine coolant temperature is above 226°F with A/C Off or 223°F with A/C or Defrost functions requested and vehicle speed is less than 50 mph. When A/C refrigerant pressure is greater than 185 psi, then the cooling fans will run. When certain diagnostic trouble codes are set then cooling fans will operate. The PCM will discontinue primary fan operation when the ignition is turned Off, engine coolant temperature falls below 210°F or A/C pressure drops below 189 psi with A/C selected.

Secondary fan operation begins when engine coolant temperature reaches 235°F with A/C Off or On. The secondary fan will operate if A/C pressure is above 236 psi with A/C requested and vehicle speed is below 50 mph . The secondary fan will discontinue operation if engine coolant temperature drops below 228°F, refrigerant pressure drops to less than 185 psi or the ignition switch is turned to the Off position.
