1997 Toyota Avalon Starting issue

This evening I went out to start my car to drive home. I was able to turn the key to the first position but not able to turn it any more. This isn't the old steering wheel is locked issue. It seems like there is a safety not triggered or something to that extent. Does anyone have a clue where I should go from here? Again I am able to turn the key to the acc position; just not any further.
