I just bought a 1998 chevy cavalier z24 and want to ad some horse power what should i do first?

The most practical is to have it in proper tune, tires up to proper pressure, unwanted weight out, and the best air filter you can find. Other alterations are a waste IMO. If you want a performance car - give up on FWD anything as they can't handle it even when you do get high HP out of them. Kind of like a dragster racing in reverse if that creates an image for you, T
