Ok so far we have ruled out these possiblities. It is not the ENGINE as it is running right now after 12 cranks.... It is not the battery tested fine not the starte or the solenoid both those tested fine... What else could it be?

Ok I’m being thick here and I’ll ask again. The times that the van is not starting is the engine cranking (turning) when you turn the ignition switch to the start position? Dan Canadian "EH"

Yes it could be the neutral safety switch but it also could be the starter solenoid or connections? If I were checking this I would have a test light connected to the starter solenoid’s start wire (the smaller wire at the starter) when it’s doing its thing of not starting. If the test light lights when you turn the ignition switch to the start position and the engine didn’t crank; then you know it’s not the neutral safety switch. I’ve had to replace a lot more (10 to 1) starters then neutral safety switches. Dan. Canadian "EH"

I understand, and I thought the same and pulled out the starter and solenoid and they tested fine also had battery and altenator tested. So thats why I am thinking neutral safety switch. Also the cables to all the things that i tested were fine as well. By the way thks for taking the time to read this mess lol.

Here’s something to try; the next time that the thing doesn’t want to start; have someone work the ignition for you as you lightly tap on the starter with a hammer. I don’t mean beat the crap out of it but hit it hard enough that if you hit your thumb nail with a hammer you be doing the holy crap dance of pain. LOL I know you said you had the starter off and tested but if the solenoid is sticking intermittently and you bouncing it around on a test bench, connecting cables to it, it may very well have tested ok. Did you do the test light test I mentioned in my last post? Dan. Canadian "EH"
