1999 Saturn SL2 intermittent starting after driving

My '99 Saturn SL2 has developed an attitude- After short trips of 20 to 30 minutes, I shut it off, go into store, out within 1/2 hour, car won't start- AT in park or neutral- I've tried both- all instrument lights and warnings illuminate properly, power windows and locks work, as though starting circuit thinks it's not in P or N- tried rocking it back & forth- no change- after a couple or three hours, starts up as though nothing ever happened??? it has the keyless entry system, but that shouldn't be the problem, should it? So far, it has only happened where it causes the most inconvenience- not at home- wife no longer trusts car, or me for that matter, well enough to go anywhere in the car- 73K actual miles- service engine soon light is on, but manual suggests this is due to emission problem- I'm retired with shallow pockets due to fixed income- any ideas?

What are the exact code numbers in the ECM? Might not be just emissions codes like you think. Most parts stores will scan it for free if you ask. When it won't start, is there 12v present at the small wire of the starter solenoid?
