Hi
I have a 1999 Buick Regal. The headlights won't come on. I have change the fuses and bulbs so I now that is not the problem. I have also had the light switch out and that does not seem to be the problem. The manual says that the headlamp wiring is protected by a circuit breaker. I could not find the circuit breaker. Can you tell me where it is located and how to test if it to see if it is my problem. Also is it something I can fix or change. All of the other lights work. Also the bright lights will come on but I need to hold them on otherwise they just go out. The fog lights, parking lights, and rear lights all work with no problems.

The headlight portion of the headlight switch and a portion (flash to pass) of the headlight beam select switch are grounding switches not power switches. In other words when you turn on the headlight switch; you’re not closing a switch to power; you’re closing (connecting) a switch to ground to complete the circuit.
According to my wiring diagram this system doesn’t use a circuit breaker; it uses left and right headlight fuses for circuit protection. Which we know they’re ok because the flash to pass works and at the least the beam select’s flash to pass portion of that switch.
I would test the headlight switch making sure that the black/white (terminal “A”) wire had a constant ground on it. Then test the yellow (terminal “D”) wire for switched connection to ground as you turn on the headlight switch.
The easiest way to test this; would be with the use of a test light. Clip the test light lead to a known good power source, like the battery positive. Use the probe of the test light to test the terminals. Terminal A should light the test light regardless of the switches position; terminal D should light the test light, when the headlights are switched to the on position.
Let us know what you find and we’ll go further; if this is not a headlight switch problem. As in a connection at a slice or connector may have gone open or the beam select/multi-function switch is/may be at fault?
