2001 Chevy Silverado Leaking Fluid Sign In

My 2001 Chevy Silverado recently began leaking what appears to be a clear odorless liquid. It seems like water to me. It is coming off of a pipe right beside my front passenger side tire. It is connected to what kind of looks like a muffler and says FLOW on it. Anybody have an idea what's going on?

Does it leak when the air conditioner is turned off? If not, it is condensation from the a/c system and it is a normal condition.
