I believe this is a mechanical small drum brake inside rear rotors. Caliper off, then remove rotor to expose the drum parking brake. Clips that hold them were defective and shoes could tilt and self destructed. Otherwise they really shouldn't ever wear out unless you left it on and drove or cable froze with them on. Straight forward when you see them but get new hardware as if they wore out the hardware (actually an asymetrically opposite was incorrectly used on driver's side meant for passenger's side) was probably at fault in the first place, T
