2003 Hyundai Accent wont turn over

I have a 2003 hyundai accent 4dr gl and i turn the key it dont click or turn over and it wont turn over on a boost and the battery is charged any ideas

Do the dash lights and headlights work? Do they go out when you try to start it?
Have you tried starting it in neutral, assuming it's an automatic?
