2003 ford escape starter won't disengage

We have replaced the starter, ignition switch and starter relay. When you turn the key over into the on position it immediately starts but the starter doesn't disengage while it is in park or neutral. If you shift it into any other gear it does disengage but if you put it back into park or neutral it re-engages the starter.

#1. Don't let it do that if at all possible. ***************** A first for me with exact situation. The thing that would enable the starter and not any other position is the "neutral safety switch" which shouldn't have power when you let go of the key from start mode. Guess - somehow it's got power to it. Any aftermarket remote starter? A fault with something like that or wiring that is touching to empower the trigger wire to the starter to be found, T
