when I start up truck while in park I turn the wheel to the left and it makes a weird sound and back to the right.drive down the road and turn left and I hear that noise while im turning left.i had a mechanic look at it and he said that the ball joints had lost their greese packing and they are dried up and that's causing the noise, what do you think?

Very well possible, and if its making noise the ball joints likely need to be replaced. If they are left in there running metal on metal they will eventually come apart without much warning and you will lose all control over you steering and hit whatever is in front of you along with doing major damage to other suspension parts

Typical Dodge truck............... Replace the ball joints.
