I wanted to know how a heater fan resistor pack works? Does it vary the voltage to the motor to control speeds?

To understand how it works you need to look at a wiring diagram. The resistors drop the voltage in the blower circuit because they are in series with the blower motor. Depending on the position of the blower switch determines how much resistance is added or taken away. The more resistance you have, the slower the blower motor will spin. The less resistance the faster. If you really want to understand how one works watch this video. EVen though this is a Chrysler in the vid, they pretty much all operate the same. Thank you for that information. My blower motor stopped working suddenly and when I removed the motor and tested it with a 12 volt lead it was working. So then I tested the connector after the resistor pack with a volt meter and I was getting 11.8 volts on high and 11.6 on low. But with this video it explains why it isn't working. The control is on the negative so it explains it well. I will need to replace my resistor pack.

Your Saturn is the opposite in that the switch is on the power side of the circuit instead of being on the ground side as with the Chrysler. The switch allows power to flow to the blower resistors on different legs. It still operates the same. Also when the blower switch is set to high speed a relay built into the resistor pack is energized that allows full power to the blower motor. If you see 12 volts at the blower motor connector with it plug in on the red and black wire and switch in any position besides off, you have a bad ground. Part of the ground happens to be spliced inside the blower resistor. Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.

I replaced the resistor pack and it works fine now.
