2.3L 4cylinder with about 19000 miles. Question: Is it normal for the upper radiator hose to be stiff?? Ranger seems to be running a little hot but not boiling. Noticed this and am wondering if maybe thermostat is not opening fully. Have already replace the radiator cap.

Pressure is dictated by pressure cap so essentially would be the same throughout the system. Upper hose if you mean feels like too much pressure vs when cold you could replace the cap or check it with a tool and watch it release. That alone isn't the overheating so tend to that at once and being a '95 consider replacing all hoses if original, flush system and proper pressure/type new thermostat wouldn't hurt as part of maintenance.
