99 civic ex problem

This problem is giving me gray hair. Simply put, my brake lights don't come on when I press the brake pedal. I've changed the bulbs, both the dash fuse, and the underneath the hood fuse, and the brake pedal switch. There is power up to the pedal switch, and both the new switch, and the old one are still good. All of my other lights are good. The only line thats does not have power is the brake light line. the wire does not look cut or frayed, and the solenoid that engages the safety switch shifter when you press on the brake pedal is good. I've also noticed that the car just started sputtering after I come to a complete stop, but returns to normal when I tap on the gas. Any help would be greatly appreciated, since I have not been able to find anything on this.
