All lights are dim

During night time driving, I heard a clicking coming from underneath the driverside dash, at the same time as the clicking I noticed my headlights going on and off. It also made my voltage gauge peg to zero while clicking. This happened about every 30-45 seconds. I thought my twilight switch had something to do with it so I turned it off completely, but it still did it. After it stopped my lights remained dim all the time and when I turn ANYTHING on it act as if it was putting a drain on my charging system. I replaced the battery and I had the alternator tested at auto zone... its putting out 13.8 volts.. Its a 89 caprice classic; 305; over 100k miles

I'm not convinced any testing proved much and this should be able to put out 13.8 with headlights on. Test it in the car as it clearly isn't keeping up with using anything electrical. It's not just voltage but amps while under load. My guess is any clicking noise was mostly relay that couldn't keep up with very low voltage at that time. New battery may not be good - it happens and GM side post terminals are a trouble spot too and must be known good, T
