Did it do this with both master cylinders? Was it bench bled? It's possible to have a bad one which will drive you nuts. In general pedal feel and hight is about no air in the system and drum brakes adjusted up right or too much travel of drum brake's shoes can give you tons of pedal travel. Parking brake should feel ok and if it just goes to the floor adjust it up at the wheel not just the in line adjuster. Perhaps bleeding system with one of those bleeders that clamps to master cylinder and you pressureize is would find some air. You may have tried that already or done it that way.
