COLD STARTUP ISSUE Sign In

I have a '99 Camry that has 90500 miles that is showing the following symptoms. 

1. On a cold start, RPM only goes to 300 to 400 and moves to 900 after warms up. There also seems like hesitation. 

2. If the engine is warm, engine restarts normally. There is no hesitation and the engine works fine.

3. The car shakes lightly while it's at a stop, doesn't matter if the engine is warmed up or cold. 

4. It has normal acceleration and breaks fine. Drive wise, it seems okay.

What is likely to be the cause, the IAC valve, coolant temperature sensor, or cold start sensor switch? Are there any low cost fixes? Any help would be greatly appreciated. Thanks in advance.

It seems like this car always thinks it's warm and isn't delivering proper fuel for a cold engine. CTS has a range to tell ECU what engine temp is and how much fuel to deliver. You can test those or get a code reading and hope it can direct you the the problem area. It may have fouled a spark plug that isn't working 100% or other things.

IAC can be cleaned but so far I don't think that's the primary issue,
