This started three years ago: sometime I turn my car over and nothing happens; not even a click. ALL of the lights on the dash light up including the check engine light. If I wait five minutes it will start. This happens periodically--maybe once every couple months. I had it hooked up to a diagnostic and it does not report any codes. I have changed out the battery but don't know what else to do next. Many I have talked to said change the spark plugs which probably haven't been changed (its a 2007 and was a rental car) but the Dodge dealer poo-pooed that notion but he was arrogant and cocky so I don't necessarily trust him. It doesn't have any reported recalls--the dealer also looked this up. Any ideas? I am worried I might be stranded one day.

No, the spark plugs will have absolutely nothing to do with the starter circuit. There is only one way this can be diagnosed and that is by testing the circuit while following a wiring diagram while the failure is present.
