Chevrolet Lumina weird electrical problem

Okay so I have a 1999 Chevrolet Lumina that I need to make last. Just the other day this issue started happening. Weirdest thing I've ever seen and never heard of it before. Asked a certified mechanic friend of mine about it and he's never even heard of or seen this problem. For some reason, when I turn on the air fan, not the a/c because that's disconnected because of a bad compressor, but just the fan, the speedometer jumps to 80mph and bounces between 70 and 80. And if the radio is on, the radio will get about 5 notches louder. When I turn the fan off, the speedometer does not work at all and drops to 0 and the radio will be at it's normal level. All the other gauges on the dash work properly, it's just the speedometer and the radio having issues.

Fan could have a ground problem and the power is feeding back through those items. I've seen blower fans act as generator when they are spinning down after being shut off and causing codes to pop in ABS modules. Does the speedometer operate at all? What is the voltage drop at the ground side of the blower to the battery negative with the blower running? Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
