I bought a used 97 vw Passat.I cant get the rear doors to open either outside or inside with the knob pulled up.I think the child restraint system is on but how can I disable it.I cant get the inside panels off to get inside the door

The childproof locks should be accessible on the outside of the door, usually on the end of the door, near the latch.

You won't get at that if doors can't be opened. Some - another make totally if a little lever was moved part way you couldn't open doors inside or out no matter what.

I think a good locksmith can "slim jim" them open then you can choose the setting and perhaps tape over it so it can't be messed with,

The child locks won't prevent you from opening it from the outside or unlocking it from the main switch.
