E150 stutter/surge

Hello this is a cool site thanks . I have a 1990 ford E150 econoline 4.9 IL 6 f/I . When the van is being driven at a slow speed 10-25 mph it has a stutter it surges a little then backs off it's not a steady rythem and it doesn't do it all the time. I had it on the code reader and nothing showed up. I replaced the external fuel pump and filter which seemed to help but it's random so who knows. I live in Ca. and the van was just smog checked and passed. It accelerates fine and doesn't do it at higher speeds or when on cruise. Scratching my head ..... Thanks for any ideas.

Just a thought: I recall this engine had a problem with head bolts stretching?!?!? I'm not certain how you prove that? Sorry. Only new ones would solve the problem - not just torqueing them. You may find leaks by spraying carb cleaner at intake to head gasket (idle would change if leak located) - careful as it can flash - and check for any vacuum leaks elsewhere too, T
