Fuel injector broken?

I am troubleshooting a Mazda 6 2.0 -2007 which has one cylinder not running. I have confirmed that the spark plug is good and measured voltage for the spark plug wire whis also was ok.
I then removed the fuel injectors to inspect them, and the injector for the non-working cylinder had this black plastic missing compared to the other 3. The pic is showing one of the other injectors, rubbers removed (one rubber above that black plastic, and one on the top).

All injectors seem to work when tested to back flush with a battery.
Could it be that broken plastic is causing the issue? What is the purpose of that plastic?

It's pretty simple to determine. Just move the injector to a different cylinder and see if the misfire follows it.

Also it wouldn't hurt to run a compression test to make sure there isn't a mechanical problem on that cyl.
