i have a 2000 kia sephia smh listen it stoped on me and my father took the timing belt and put it on correctly but it didnt crank i called the bettery is good and i called around and people say its the tensioner but the belt is on tight but it keeps spinning back out of time im lost on what to do any help or ideas?

You could have very serious problems with this motor now. This is what's call an "interference engine". That mean when the timing belt goes out of time, it will usually bend a lot of the valves.
