Kia Ceed trouble with fuel tank

Hello guys. I have a big problem that local mechanics dont know how to solve. I drive a Kia Ceed 2007, 1.6 gas engine with LPG installation and 270 000 kilometers on the clock. I had an accident, got hit in rear right but was told that the fuel tank was not damaged. It started with loud noises like someone would hit the rear axels with a hamer. I was told that this is normal, and it comes from fuel tank when it is expanding quickly - gets air. But it was VERY loud and i could feel it and the fuel tank cracked after a few moths and could not be repaired. I bought an used one, and replaced it. The banging continues, although quieter. It seems the new one also cracked but somewhat little on the top so i just don't try to fill it all the way and get by. Now, for the real problem. The engine has trouble starting when fuel level drops below 1/4 tank. And it is slowly getting worse. Going to be 1/2 tank soon it seems. And when it starts on the third try, and i press the gas pedal, the rpm go down before it takes and then up so it would on ocasion turn off. If the fuel level in the tank is above 1/2 all the troubles go away, it starts and drives beautifully. As this means i have to keep gas level between 1/2 and 3/4 its kind of irritating. 4 different mechanics have given up so any input would be great. Could it be trouble with evap canister and/or valve? They all tell me that the lines are not clogged and should work fine. Recently, the engine shaft sensor and one of the bobbins have been replaced. Tell me if you could use more info. Thank you very much!
