You mean starter motor runs but doesn't engage flywheel/ring gear? That's a starter drive itself or solenoid will not throw the small gear at large one.
Whole starter easiest way out IDK if part to it available,

The part about the radio getting dimmer is normal. It's just switching from daytime lighting to nighttime lighting.

Is the noise you're hearing coming from the starter?

It really helps to have a helper to verify what I said can do this. Drive gear (tiny) needs to throw out at the large gear to engage. If not it will just Hmmmm away you can feel it or test that voltage did make the correct request. This isn't that common I think most fail from a driver who turns a key to start when it's already running harms either starter drive or worse the "flywheel" gear teeth bust off isn't fun.

You could try to turn engine by crank bolt or tap on starter see if it will work isn't a fix tells more about this problem,

It's easily recognizable with experience. Try recording it and uploading it to a hosting site and then supply us a link.

All I hear is what sounds like a plane going overhead. The engine doesn't move.

I don't think that noise has anything to do with your problem. Start out by having the battery charged and tested and we'll go from there.
