My friend is offering me a 2002 MG ZR 1.4 (blue) it has 53,000 miles on it for £300. It needs the following work done Chasis regiging (realigning) A new subframe Sterring rack Sterring column and an alloy wheel. Can this work be carried out safley, how much do you think it would be. And the ultimate question. Is it worth it ?

Yes it can be repaired safely. Repairing it correctly is a different story. If not done correctly you're going to have structural issues, alignment issues "Dog Tracking" issues, handling issues, and possibly even drive ability and performance issues. Speaking from experience, the repairs, materials, and labor out weigh the worth of the car. If you're still interested, and want to pursue this further, post a number of high quality close up and detailed photo's, and I should be able to give you a ballpark estimate.
