MIDDLE SEATBELT JAMMED?

I own a 2005 Ford Focus Station Wagon, and the middle seatbelt has magically become ...what I assume to be jammed. I took the seats down to take some things to the dump at the beginning of the week, and when I put them back up today, the middle seatbelt was tight across the seat, and wouldn't allow me to pull it out, as if to put the seatbelt on. I can only assume it's jammed in the retracting mechanism, has anyone heard of this happening in the focus? and can you help me out with fixing it, I'd rather not go to the dealership to get this done.

Is it buckled up now and tight? Just in general you have to pull them out and they return to reset for new passenger as you must know. If this won't unbuckle that's a problem. Being a safety issue the dealer should tend to this as a warranty item no matter the miles or owner now. If it was abused in some way that would be different. I think most car makers farm out the hardware for seat belts to a couple companies so it probably isn't just a "Ford" thing. Drastic but if it must be cut to get it out or undone they are tough as designed. Takes strong, sharp cutter like a toe nail clipper and care not to damage uphostery, T
