Stalling in very cold weather.

Here we go again!
Pug 406, 1999, 104k, petrol.
Started last winter. Just recurred with this cold snap down her on the South Coast. When outside temp. is down close to freezing the car rythmically hunts on start up then, once driving, will stall when revs drop to idle. The Rev. Ctr. needle will drop like a stone. (Last year the RC needle was waving up and down like a flag waver before stalling when stationary - cleaning Idle Ctrl. Valve seemed to fix that part, we think?). Have to keep revs up or lose assisted brakes/steering - dangerous! Still there when engine at running temp. Car starts again immediately after stall, holds for a second or two and reverts. Only resolved when outside air temp rises. And then runs as sweet as a nut. Regularly serviced and car in excellent condition throughout. (Only thing not working is the outside temp sensor in the passenger door mirror
). My mechanic and I have gone over everything we can think of, both last winter and again now. New plugs, Idle Contr. Valve stripped/cleaned. Air intake from cleaner through throttle housing cleaned. Sensors volts checked. No errors on computer. Lots of head scratching but no solution.
Any ideas?
