I have a 1999 Rover 200 2 litre turbo diesel with 121,000 miles. Just passed its MOT with no problems! There was 1 fault I thought would be picked up on but nothing was said. The problem is when i brake i get a shuddering in the steering wheel and a bit of vibration in the brake pedal. Usually a lot worse the faster i am slowing down from. I also get shaking on the steering wheel when i reach 65 - 70+ on the motorway as Im driving along without breaking. Normal driving at around 30mph doesnt seem to be the smoothest at times but im not sure if that is the roads and/or im imagining it as i know something is wrong.
I had the tracking done but no difference. I thought it could be front wheel balance. I know it prob needs a new fuel filter. Someone told me it could be the brakes are damaged but surely this would have been picked up on at the MOT.

The MOT inspections are mostly a visual inspection; as in checking the brake pad thickness and rotor thickness. This brake shaking problem may be due to a brake rotor(s) being warped.
A warped rotor will have excessive lateral run-out and because the brake caliper and pads squeeze the brake rotor during braking; they are forced to follow the warp-age and in turn cause the shake.
If there is enough material left in the rotor(s) they may be machinable; if not, the rotor(s) may need replacing. I don’t have the spec on the allowable run-out on this vehicle but the rule of thumb is ,005 to .007”. I know that doesn’t sound like much but anything above .010” will shake you out of the seat.

As for the shake without the brakes applied I’m thinking wheel balance would be the place to start. If it was still there after that, you may need to have the drive line inspected; as in an axle shaft that is bent or if it were externally balanced has the weights fallen/broken off?
