Stiff brake problem upon starting motor Sign In

I just got this van from family and it has been maintained by the GM dealer since and was just got a safety check less then 2 weeks ago.

It's a random issue which I can't re-create. It happened about 5 times in the past few days and only happens (randomly) upon starting the engine.

Generally on level ground when I start the car I go to put my foot on the brake and I can only move it an inch at most. I cannot push it down any farther and normally it goes nearly all the way down. I can switch gears and I go into drive, but when I take my foot off of the brake and try to accelerate nothing happens. It seems like I'm in neutral, but clearly I'm in drive. I will apply the brake then go to park and repeat, but still the problem with the stiff brakes. I asked my dealer about this and they think I'm crazy since they never heard of this. If I turn off the engine and start it again, the brake seems to relax and the brakes can be pushed down again normally. The parking brake is not normally used (I never use it).

Does anyone have any ideas about what this could be or what to check?
